Sorry, I failed to use the code tags

targetX = Mathf.Clamp(targetX, minXAndY.x/2, maxXAndY.x/2);
targetY = Mathf.Clamp(targetY, minXAndY.y/2, maxXAndY.y/2);

Is this because the transform position of the camera is the center of the camera view?
